David Pelser was appointed Director of Public Works for the city of Whittier, CA in 2007. He manages most of the city's
physical infrastructure including streets, traffic operations, water, sewers, solid waste, fleet
maintenance, civic center building maintenance, engineering and development review.
David formerly served with several cities and counties in northern California and a national
consulting firm. He is a licensed Professional Engineer and a Board Certified Environmental
Engineer with the American Academy of Environmental Engineers. He received his BS in civil
